Why the gap matters here specifically: Oregon requires a registered agent for every year your company stays on the register, not merely the first. The free twelve months are therefore the opening chapter of a recurring purchase whose price arrives after you have already moved in. The objection is about sequence rather than size. A perfectly reasonable renewal rate that only surfaces at checkout or on a phone call is still a rate you had no chance to compare.

Oregon does not number its business forms. The Corporation Division identifies them by name and a revision date in the corner, so the document that moves your registered agent is called the Information Change (Corporation/Limited Liability Company) and nothing else. No code, no digits, nothing to quote at a clerk. It is the one thing in this system that has no number attached.
Everything with a price on it, though, is printed. The Business Registry fee schedule lists what forming an Oregon LLC costs, $100. It lists what the annual renewal costs, $100 for a domestic company. It lists what changing your registered agent costs, and the entry is $0.00, which the state bothered to publish even though the answer is nothing. The paper change form repeats the point with a "No Processing Fee" stamp. Oregon put a figure next to a transaction it does not charge for.
Set that beside a company that will not print the figure for a transaction it does charge for, and you have the comparison this page is actually about. Missing numbers are a choice. Oregon made the opposite one.
