The Dashboard Earns Its Compliments
Begin with what ZenBusiness gets right, because it is not a small thing. Their platform is polished in a way that most of this industry is not. Deadlines, documents and filings sit inside one interface a first-time owner can work without a tutorial, and the design clearly had someone thinking about it. If what you want is a compliance workspace rather than a single service, that is a real reason to pay them money.
We are not competing on that ground. What we sell is one Oregon address, one invoice a year, and nothing to learn beyond a document portal.
Two Prices Sharing One Label
As a standalone product, with no formation order anywhere in the picture, ZenBusiness begins agent service at $99 plus whatever the state charges. From the second year onward it bills $199. Both figures are published and neither is misrepresented anywhere we looked.
The problem is arithmetic rather than candor. Oregon expects a named agent on your record for as long as the company is registered here, which makes this a subscription, and a subscription is honestly described by its renewal number. The $99 is the door. The $199 is the room you live in.

Read the first three rows together and a pattern shows up in how this state prices things. Oregon takes $100 to bring a limited liability company into existence and another $100 every year to let it go on existing. The one transaction Oregon declines to charge for is swapping one agent for another. Change of registered agent appears on the Business Registry fee schedule as $0.00, permanently, and not as a limited offer.
Which means the state bills you for staying and waives the bill for moving. A $199 renewal quietly assumes the reverse: that changing agents is inconvenient enough to be worth roughly $100 a year of avoidance. In this state that assumption does not survive a look at the fee schedule.

Taking ZenBusiness Off the Oregon Record
The instrument is called the Information Change (Corporation/Limited Liability Company). That is its complete name, and no number comes with it, because the Corporation Division labels its forms with revision dates rather than numbers. There is no "Form 12" here to hunt for. Three ways to send it: mail the paper version, fax it, or skip paper entirely and run the Information Change through the Oregon Business Registry online.
Cost of doing so: nothing. Zero appears in the fee column of the state's schedule, and the paper form carries a "No Processing Fee" stamp for anyone who wants it confirmed a second time.
What the filing asks for is modest. Entity name, the Oregon registry number the state gave you, whoever is stepping into the role, plus a registered office sitting at an Oregon street address that also functions as that party's own place of business. A checkbox on the form records that the incoming agent agreed to take the job.
Then one rule about order. The filing has a space for the agent coming in and no space for leaving the position empty, so what you are doing is a substitution, never a vacancy.
